Independent External Review Organization Selection Process

Before proceeding further, please open and carefully review the new Health Plan Issuer External Review Procedure Manual (click here) for information regarding recent changes to Ohio health insurance external appeal laws and related procedural and system requirements. This manual can also be accessed from the "Click here for help" links in the bottom left corner of each screen.

If you believe you successfully submitted your case for External Review, but you did not receive an email confirmation notice indicating IRO assignment, please contact the Department as soon as possible at 614-644-2644.

This procedure is used by health plan issuers (HPIs) to initiate an External Review (ER) of an Adverse Benefit Determination (ABD), in compliance with Ohio Revised Code Section 3922, that became effective December 26, 2011, for external review requests received by HPIs on or after January 1, 2012.
  • The following screen will request the required information for random selection by ODI of an Independent Review Organization (IRO) to complete an external review. The HPI must contact and submit required documentation to the IRO displayed.
  • An ODI Review Case Number and Outcome Due Date will be assigned and registered for each submitted request. You must record this information (we recommend printing that page for your records).
  • A confirmation email notification will be sent to the HPI and the selected IRO for each case. Please carefully review and follow the instructions contained in the confirmation email notification.

Special Instructions for Public Employee Benefit Plans:
If you are a Public Employee Benefit Plan and have not previously registered, click here to register before continuing with the selection process. Required registration information (including Federal ID Number) must be completed for the Public Employee Benefit Plan issuing the health coverage, NOT for a third party administrator.

If you have previously registered, select the Type of Plan, enter your Federal ID Number, choose the Review Type and then click "Continue".
